OSLO—The International Energy Agency’s executive director said Monday that global oil and gas investments were expected to drop in 2015 and 2016, marking the first two-year spending decline in decades, and he warned of the long-term impact on supply.
“We have never seen this in the last 30 years, two consecutive years of investment decline,” the IEA’s executive director, Dr. Fatih Birol, told The Wall Street Journal on the sidelines of a Statoil conference. “This will have implications for the oil markets, if not tomorrow then the day after tomorrow.”
The IEA, the energy watchdog of the Organization for Economic Cooperation and Development, has forecast oil prices will pick up slowly toward $80 per barrel by around 2020, as demand keeps growing and the current oversupply is gradually reduced.

US has filed an anti dumping lawsuit against Oman , United Arab Emirates, Pakistan, the Philippines and Vietnam for selling steel pipes below the fair price.
The US steel pipe makers, which lodged a complaint against dumping, are Bull Moose Tube Company, EXLTUBE, Wheatland Tube Company and Western Tube and Conduit .

EN10204 is a Euronorm (issued by the European Community) specification that describes different types of material test reports and certifications. The standard contains no requirements relative to actual material requirements. The most common reference is to a 3.1 type certification (3.1 is the paragraph number within EN10204 that describes the content). A 3.1 certification is simply the common mill test report that reports test results on the lot of material in question, performed by a laboratory (often operated by the mill itself) that is independent of the personnel actually producing the material.
